At 12:00 on May 1st, the central fishing port of Shaowo Island once again entered the annual fishing moratorium period. All the ships in the port docked, nets were stored, and people went ashore. All the work was carried out in an orderly manner. As the designated important fishing moratorium "mother port" of our city, the central fishing port of Shaowo Island raised its political stance, fulfilled the main responsibility, resolutely implemented the fishing moratorium system of the superior administrative department, adhered to the requirements of "regulating ships by the port and regulating ships by the shore", focused on the key links of "ships, ports, and people", strengthened and improved various management measures for fishing ports and fishing vessels according to local conditions, and effectively maintained a good fishing moratorium order in the port area.
The fishing boat pulled into the shore.
The fishing moratorium system in the Yellow Sea and Bohai Sea lasts for four months. It is a basic system of China's marine fishery and a basic regulation that every fishing port and dock, and every fishery company must abide by. To effectively carry out the management of fishing ports and fishing vessels during the fishing moratorium period, the central fishing port of Shaowo Island strengthened organizational leadership, strengthened responsibility implementation, tightened and solidified the main responsibility of local management, established a joint mechanism among various departments, and ensured that all the work during the summer fishing moratorium was carried out in an excellent, efficient, and solid manner. Several key tasks were focused on:
Stop the ship and unload the cargo.
First, a special team was established to strengthen organizational support. A working group consisting of the main responsible persons from departments such as fishing ports, ship repair, offshore fishing, ocean transportation, cold chain storage, aquatic product processing, and public security was formed. The group divided tasks, clarified responsibilities, assigned them to individuals, implemented rewards and punishments, and established a management mechanism of joint efforts and synchronized operation.
Lifting and transporting fish products
Second, publicity was intensified and legal education was enhanced. New methods of publicity were adopted, and the publicity efforts were increased. Specialized publicity and legal education activities were carried out, using both online and offline methods to enhance the safety awareness of shipowners and convey a strong signal of resolutely governing all illegal and irregular behaviors during the fishing moratorium period. It also demonstrated the company's determination and intensity in managing fishing ports and vessels, creating a favorable atmosphere of abiding by the law and regulations during the fishing moratorium.

Thirdly, establish systems and strengthen management measures. We will thoroughly implement activities such as a large-scale inspection, rectification and improvement of safety hazards during the fishing moratorium period. We will establish systems including vessel registration port fishing moratorium, approval for vessel transfer to other ports, reporting and registration for entry and exit from ports, and fixed-point landing, as well as record-keeping throughout the entire process. We will strictly follow procedures, focus on key areas, and implement closed-loop, full-process, no-overlap, and three-dimensional cross-dynamic management.
Lifting net rope
Fourthly, conduct comprehensive inspections to plug potential safety loopholes. We will determine the "function, function, efficiency, intelligence" four positioning of the fishing ports, and implement 24-hour monitoring and verification of the fishing ports. We will fully utilize the reasonable and complete intelligent monitoring equipment in the port area for dynamic supervision of the fishing ports. We will resolutely prevent "three-no" fishing vessels, fake license numbers, and false license numbers from docking at the ports. If any problems are found, they will be reported to the competent authorities for investigation and handling immediately.
Sort out fishing gear
V. Unit collaboration, integrated coordinated operations. Emphasize strengthening the cooperation and connection between the fishing port and the Yuantong Shipyard, jointly strictly inspect and verify the relevant information of the shipyard-repaired fishing vessels, improve and perfect the quality control process and procedures for shipyard repairs, and resolutely prevent providing maintenance services for illegal fishing vessels.
Ship delivery of fishing gear
VI. Focus on safety, build a safety bottom line. Strengthen safety management measures, formulate targeted emergency plans, improve safety rescue equipment and facilities, intensify safety control over fire prevention, wind resistance, flood prevention, and theft prevention on fishing vessels, implement a 24-hour patrol system for important areas, and resolutely prevent any safety incidents from occurring.
Repairing fishing nets
VII. Increase training, enhance comprehensive quality. Make full use of the educational resources of the company's base crew training center, carry out in-depth training for shipowners and crew members on laws and regulations during the fishing moratorium period, as well as safety production, fishing operation policies, and professional knowledge after the opening of the fishing season, and comprehensively enhance the comprehensive quality level of port fishermen.

The central fishing port on Shaowo Island actively assumes its social responsibilities and strictly complies with all policy requirements from the superior authorities. With the goal of achieving "zero incidents" during the fishing moratorium period, "zero departures" of fishing vessels, "zero shutdowns" of navigation and communication equipment, and "zero risks" in safety work, it ensures the safety and stability of the fishing moratorium overall situation. Currently, all fishing vessels that should be on the moratorium have returned to the port at the prescribed time, anchored and docked in an orderly manner.
